Harbor address as a P2P source mirror registry

First, the harbor address should be integrated into dragonfly based on the mirror mode. Please refer to runtime-containerd-mirror.

Preheat feature integration

Dragonfly 2.0 is compatible with dragonfly 1.0 integrated harbor preheat interface.
